Police reform half done: 149 zones still lack quadrant patrols

The New Police Service and Patrol Model (MSPP) is only half complete: of the 355 quadrants planned, just 206 are active, while 149 remain pending due to operational limits, staffing gaps and a lack of technological infrastructure.

Quadrant-based patrols are the backbone of the police reform: they divide territory into zones with permanently assigned officers. However, reports indicate that insufficient supervision and a lack of technological tools prevent activating more than a third of the planned quadrants.
